CLIFFORD J. BATES

Goal

As President and owner of Jean Bates & Associates I aim to maintain an employee work force that will support each other in a team effort to supply the management and financial services needed by our Association clients. To this end I aim to keep myself educated on the ever changing needs of Associations in the State of California and the technical and service products available to better serve this client base. I must make decisions that will allow our company and the employee team to meet the needs of our clients.

Philosophy

Keep the focus of myself and the management team on the need of the Association to maintain the common property and provide for the safety, health and welfare of the members as stated in the Articles of Incorporation. The management team does include the company as well as the many volunteers from the Association.

Experience

1990 - Present - Jean Bates & Associates,  President

  • Personnel Services; hire, review, promote and assist in educating.

  • Maintain client, vendor, contractor and professional service provider contacts.

  • Procure products and services for company consumption in support of client services.

  • Monitor each client Association budget and financial statement.

  • Provide guidance and mentoring for Association Managers.

  • Provide assistance to client Association members and Boards as required above that available by the Manager or to mediate as necessary.

 

1987 - Present - Jean Bates & Associates, Association Manager

  • Managing home owners Associations of various sizes and common elements; condominiums, town-homes and single family residences. (31 in total)

 

1987 - Present - Jean Bates & Associates, Budget Preparation

  • Provide budget preparation for developers in the form of Department of Real Estate form 623 and 624A in the preparation of homeowner Association documentation in advance of property sales.

 

1991 - Present - Jean Bates & Associates, Contracts Management and Administration

  • Administer the maintenance and construction of County tax dollars in the M-23 tax district for the Blackhawk Road Park Committee, $925,000.

1997 - Present - Jean Bates & Associates, Construction Management

  • At the culmination of construction defect settlement, contracted to provide contract administration and owners representation for on sight services of $1.1 million construction project.

 

1983 - 1987 - Kaiser Engineers - Ft. Lauderdale, Florida, Control Engineer

  • Support the Area Manager with cost and schedule control tools for the various Prime contractors for the construction of the Interstate Interchanges of I-95 and I-595 Project for the Florida Department of Transportation.

 

1982 - 1983 - Kaiser Engineers - Beulah, North Dakota, Area Scheduler

  • Support the Area Manager with schedule control tools for the coordination of our trades work force and sub-contractors as well as integration with the other Area Managers points of interface. Coal Gasification for United States Consortium, American Natural Gas.

 

1980 - 1982 - Kaiser Engineers - Lucerne, California, Scheduler

  • Provide schedule support services to the construction Manager, contracts Manager, and area Managers. Cement Plant for Kaiser Cement.
